Dr. Stenio Fernandes

Biography
Dr. Stenio Fernandes is the Assistant Director for Data Science Innovation at the Bank of Canada. His primary mission is to shape the Data Science Innovation Value Stream at Canada’s Central Bank while driving and guiding R&D of some cutting-edge technologies, such as Quantum Computing and Artificial Intelligence. He also an Adjunct Research Professor in the Systems and Computer Engineering Department at Carleton University. Previously, he was one of the Sr. Managers at Element AI (later Service Now’s AI team), leading a team of Applied Research Scientists and AI Developers in Time Series Forecasting, Modelling, and Analysis, Anomaly Detection, and the like.
He holds a Ph.D. in Computer Science from UFPE with Post-Doctoral experience at the University of Ottawa, Canada. As a lifelong learner he has recently finished a Professional Program on Leadership and Innovation with the Massachusetts Institute of Technology (MIT). He has been leading advanced research and development projects for the past fifteen years. He published more than 140 research papers and patents in the last decade in reputable peer-reviewed conferences and journals. Such accomplishments qualified him to become a Senior Member of the IEEE (SMIEEE). He is an expert in the performance evaluation of computing systems with substantial experience in building, validating, and testing Machine Learning/Deep Learning models. He is a member of the ISO/IEC Committee on Artificial Intelligence through its mirror committee at the Standards Council of Canada (SCC).
